Isn't this just del.icio.us and an RSS reader?
Most comment systems use permalinks, so this should work just fine.

some may spurn me of going against the web-iness of the web and distributed services, but this is generally what i'm trying to accomplish on my own pet website. part frustration of so many standards and nothing that played nice them all, the quickest and easiest solution was a centralized website that "did it all", but kept playing nice with all the other established ways of linking to everyone else. of course, i've still to expose feeds and ping urls of my own.

i'm not sure if i'm making much sense.. have a look-see and tell me if it's somewhat related to what you envision.
